Why chemical documentation is a regulated translation, not a general one

A detail that trips up general translators: GHS hazard classes use "categories" where the lower number is the more severe hazard. Category 1 is worse than Category 2. REACH also changes the safety data sheet itself. Dangerous goods transport: DOT, ADR and words that cannot vary
Once a hazardous chemical leaves the plant, transport regulations take over. In the United States, DOT's Hazardous Materials Regulations in 49 CFR govern how dangerous goods are classified, packaged, marked and documented. Across the Atlantic, road transport falls under ADR. Both systems revolve around a controlled vocabulary: the proper shipping name, the UN number, the hazard class and packing group. These are not phrases a translator gets to interpret.
