Who Actually Reads Operating Instructions
Operating instructions are not read by the people who buy machines. They are read by the people who clear jams at 2 a.m., change over a line between production runs, and restart equipment after a fault. That audience changes everything about how the translation should be written. An operator standing at a control panel needs a numbered sequence with one action per step, in a language they read comfortably under time pressure. A beautifully literal translation pitched at engineering-report level fails this reader completely.
This is also the legal distinction between operating instructions and a consumer user manual. A user manual addresses the general public, which the law treats as untrained and unpredictable. Operating instructions address trained operators inside a controlled workplace, which shifts part of the safety burden onto employer-provided training and supervision. The two documents carry different assumptions, different levels of pre-supposed knowledge, and different liability profiles. Reading Level: Writing for the Shop Floor, in Any Language
US manufacturing employs workers with an enormous range of literacy levels, in English and in their first languages. Adult literacy research consistently shows that a large share of the workforce reads most comfortably at roughly a middle school level, and reads a second language less comfortably still. Instructions that ignore this get skimmed, misread, or bypassed in favor of asking a coworker, and the coworker's version drifts a little more each time it is retold.
Our translators for shop floor content follow specific rules. Sentences stay under about 20 words. Every step starts with the verb. One instruction per step, no exceptions buried in a subordinate clause. Conditional actions get an explicit "If X, then Y" structure rather than an elegant construction that reads well but parses slowly. Where the source English violates these principles, we propose a restructured target text and show you the differences, because the goal is an operator who does the right thing, not a mirror image of a flawed source.
Vocabulary choices matter as much as sentence shape. A Mexican-born press operator in Ohio and an engineer in Guadalajara do not use the same Spanish word for "jog mode" or "guard". OSHA 29 CFR 1910.212 and the Language of Your Workforce
OSHA's machine guarding standard, 29 CFR 1910.212, requires that machines be operated with guards in place and in the manner they were designed for. What ties that to language: OSHA's training directives state that instruction must be presented in a manner employees can understand. If your operators work in Spanish and the operating instructions posted at the machine exist only in English, an inspector can and will treat that gap as evidence that required instruction did not effectively occur.
Citations aside, the incident data tells the real story. Machine-related injuries cluster around non-routine situations: jam clearing, changeover, cleaning, minor servicing. These are exactly the situations covered by the instruction sections operators skip when the language is wrong. Translating the routine startup checklist and leaving the anomaly-handling chapter in English protects nobody.
The multilingual reality extends beyond permanent staff. Temporary and staffing-agency workers rotate through machine stations at high rates, and OSHA's temporary worker guidance makes host employers responsible for their instruction as well. Selling Machinery into the EU: Regulation 2023/1230
American machine builders exporting to Europe face a hard language requirement. EU Machinery Regulation 2023/1230, which replaces Machinery Directive 2006/42/EC and applies from January 2027, requires instructions for use in a language easily understood by operators, as determined by the member state where the machine is placed on the market or put into service. In practice: sell the same machine into France, Poland, and Portugal, and you owe three sets of operating instructions, each of them part of your conformity file.
The new regulation modernizes the rules in one way exporters like: digital instructions are now explicitly permitted for professional machinery, with conditions, including the buyer's right to request a paper copy. It does not relax the language obligation at all. It also keeps the directive's distinction between original instructions and translations of the original instructions, a labeling detail that trips up manufacturers regularly and that our project managers handle as a standard checklist item.

ISO 7010 Pictograms and the Text Around Them
Pictograms exist to cross language barriers, and ISO 7010 gives them a registered, standardized form: W012 for electrical hazard, M009 for hand protection, P027 prohibiting walking or standing. A pictogram-heavy instruction set is a good instinct. It is not, however, a substitute for translation, because pictograms carry hazard categories, not procedures. No symbol tells an operator the correct restart sequence after an emergency stop.
Our work on pictogram-rich documents has three parts. We verify that the symbols used are current ISO 7010 registrations rather than obsolete national variants, and flag mismatches for your safety team. We translate the supplementary text panels that accompany each symbol, keeping them as compact as the sign layout demands. And we check that the pairing of symbol and text stays consistent across the whole document set, so the same hazard never appears with two different symbol-text combinations on one production line.
There is a version-control angle plants overlook. ISO 7010 is amended regularly, with new symbols registered every year, while older national symbols linger on equipment for decades. When a freshly translated document reproduces an obsolete symbol beside new text, the mismatch invites questions from auditors and customers alike. Work Instructions at the Station: Formats and MES Integration
Modern operating instructions are less and less a bound booklet. They are laminated single-point lessons at the workstation, PDF pages served by a manufacturing execution system, or step screens displayed on an HMI panel.
