A Safety Data Sheet Is a Legal Document, Not a Chemistry Handout
Under the OSHA Hazard Communication Standard, 29 CFR 1910.1200, the safety data sheet is the backbone of a chemical manufacturer's compliance file. It is the document an OSHA compliance officer pulls first during an inspection, the document a poison control center reads during an exposure call, and the document your downstream customers file to build their own hazard communication programs. When that sheet crosses a language barrier, its legal weight travels with it. Safety data sheet translation is therefore closer to regulatory drafting than to ordinary technical writing: the translator works inside a fixed structure, with fixed phrases, and almost no freedom of expression.
That constraint is exactly why generalist vendors get SDS work wrong. A linguist who writes a fluent but improvised version of "Causes serious eye damage" has produced a defective document, even if the chemistry is understood. Sixteen Sections, Zero Improvisation
Appendix D of 29 CFR 1910.1200 fixes the SDS structure: identification, hazard identification, composition, first-aid measures, fire-fighting measures, accidental release measures, handling and storage, exposure controls, physical and chemical properties, stability and reactivity, toxicological information, ecological information, disposal, transport, regulatory information, and other information. The same 16-section skeleton appears in Canada's Hazardous Products Regulations and in Mexico's NOM-018-STPS-2015, which is what makes a properly translated sheet portable across North America.
Each section carries its own translation traps. Section 2 holds the codified hazard and precautionary statements discussed below. Section 3 lists ingredient names that must match recognized chemical nomenclature in the target language, not phonetic guesses; CAS numbers stay untouched. Section 8 cites exposure limits, and here the translator has to know that an ACGIH TLV, an OSHA PEL, and a Mexican VLE are different legal objects that must not be collapsed into one generic term. Section 14 uses UN transport names from the Model Regulations, which have their own official wording in Spanish and French. A translator who has never lived inside this structure will produce a sheet that reads well and fails an audit.
We keep the section headings themselves in their regulatory form. "Medidas de primeros auxilios" is not a stylistic choice; it is the heading a Mexican inspector expects to find in fourth position. The same discipline applies when we handle packaging and label copy that has to mirror the SDS wording on the container itself.
H Statements and P Statements: The Catalog Is the Law
The Globally Harmonized System codifies hazard statements (H200 series for physical hazards, H300 for health, H400 for environmental) and precautionary statements (P100 through P500 series). Every code maps to one official sentence per language. H225 is "Highly flammable liquid and vapor" in US English and "Líquido y vapores muy inflamables" in Spanish. P210 tells the user to keep the product away from heat, sparks, and open flames in equally fixed terms. There is no room for a translator's personal phrasing, and this is the single most common defect we find when auditing SDS libraries translated by non-specialists.
Why does it matter so much? Because the code prints next to the sentence. A safety manager, a customer's product steward, or an inspector can check H318 against the text in two seconds, and a mismatch signals that the whole document was produced outside the GHS framework. It also breaks the chain between the SDS, the label, and worker training materials, which are all supposed to carry identical hazard language. HazCom 2024 and GHS Revision 7: What Actually Changed
OSHA published its updated Hazard Communication rule on 05/20/2024, aligning the US standard primarily with GHS Revision 7. For anyone maintaining a multilingual SDS library, the update is not cosmetic. Flammable aerosols became "aerosols" with a new Category 3, desensitized explosives entered the hazard classes, and several precautionary statements were reworded or consolidated. Labels gained new rules too, including relief for small containers of 100 ml or less and a required "released for shipment" date concept, and Section 3 of the SDS now accepts prescribed concentration ranges where an exact percentage is claimed as a trade secret.
Every one of those changes propagates into every language version of every affected sheet. The compliance clock is running on the following schedule:

If your Spanish and French sheets were translated under GHS Revision 3 language, they will drift out of alignment with your revised English masters at each of those dates. Exporting North: WHMIS and Bilingual Canada
Canada applies the GHS through WHMIS 2015 and the Hazardous Products Regulations, and it adds a requirement the US does not have: supplier SDSs and labels must be available in both English and French. Canadian French is its own target, with terminology fixed by decades of regulatory usage in Quebec; a sheet translated into European French will read as foreign to a CNESST inspector. Mexico is the third leg of the USMCA triangle. NOM-018-STPS-2015 harmonizes Mexican workplace chemical communication with the GHS, and Mexican customers increasingly refuse shipments that arrive without a compliant Spanish SDS. The Spanish of an SDS for Mexico is not interchangeable with US workplace Spanish either; regulatory section titles and agency references differ. Because we maintain separate terminology bases for Mexico-bound and US-workforce Spanish, a formulator selling into both markets gets two correct documents instead of one compromise. The Errors That Cost a Nonconformity
After 15 years of remediating SDS libraries, we see the same failure patterns. They are worth listing because each one is preventable at the translation stage:
- Paraphrased H and P statements. The code no longer matches the official sentence, which invalidates Section 2 and the label at once.
- Converted numbers. Flash points, exposure limits, and pH values must be transcribed, not recalculated. A "helpful" Fahrenheit conversion in a sheet bound for Mexico introduces a discrepancy between language versions.
- Translated product identifiers. Trade names, CAS numbers, and UN numbers stay exactly as issued. We have seen UN proper shipping names retranslated from scratch instead of taken from the Spanish Model Regulations, which creates a transport document conflict.
- Wrong regulatory frame in Section 15. A Mexican sheet citing OSHA PELs instead of NOM limits tells the reader the translator copied instead of localized.
- Orphaned updates. The English master moves to Revision 7 while the Spanish sheet stays on Revision 3, so the two versions of the same product now declare different hazards.
Each of these can surface during a customer audit, a customs review, or an incident investigation, which is the worst possible moment to discover them. OSHA's position, stated in the standard's training provisions and repeated in interpretation letters, is that employers must present hazard information "in a manner that employees can understand." SDS Translation: Frequently Asked Questions
Can H and P statements be translated freely?
No. Hazard statements and precautionary statements are codified: each code, such as H318 or P210, corresponds to one official sentence per language published in the GHS and adopted by national regulators. A paraphrase, however accurate chemically, creates a mismatch between the code and the text, which invalidates Section 2 of the sheet and any label built from it. We insert these statements from locked catalog entries in our translation memory, so they are reproduced exactly, and our revisers verify every code against every sentence before delivery.
How much does it cost to translate a safety data sheet?
Standard sheets are priced per document rather than per word, because so much of an SDS is codified or numeric. What is the difference between WHMIS and HazCom for translation?
Both implement the GHS, so the 16-section structure and the statement codes align. The differences sit in the details: WHMIS 2015 and the Hazardous Products Regulations require English and French versions for Canadian supply, cite Canadian exposure limits and agencies in Sections 8 and 15, and follow Health Canada's variations on certain classifications. A sheet localized for a US Spanish-speaking workforce cannot simply be reused for Mexico either, since NOM-018-STPS-2015 expects Mexican regulatory references. We maintain separate terminology bases per market so each version cites the right framework.
Can you handle libraries of several hundred or several thousand sheets?
