Risk Vocabulary Is Normalized, Not Intuitive

In everyday English, hazard and risk are interchangeable. In a risk assessment they are not, and the distance between them is where the method lives. ISO 12100 defines a hazard as a potential source of harm, a hazardous situation as the circumstance in which a person is exposed to it, and risk as the combination of the probability of harm and its severity. Every downstream judgment in the document, every rating, every control measure, every residual risk statement, depends on those definitions staying separate. Risk assessment translation succeeds or fails on exactly this point: a translator who renders "hazard" and "risk" with the same word in Spanish or German has not made a stylistic choice, they have collapsed the analytical structure of the document.

The problem compounds because most languages offer several plausible candidates for each term, and safety cultures have already standardized different ones. ISO 12100 and ANSI B11.0: Two Frameworks, One Discipline

The two great machine safety frameworks approach risk from the same logic with different accents. ISO 12100, the international machine safety standard, drives the European CE process: identify hazards across the machine's lifecycle, estimate and evaluate risk, reduce it by design first, and document the whole iteration. ANSI B11.0 is its American counterpart for machine tools and industrial machinery, aligned in substance but with its own defined terms, its own task-based analysis emphasis, and its own relationship to OSHA enforcement. A US integrator buying a European cell gets an ISO 12100 assessment; a European builder entering the US market meets B11 expectations from its customers' safety committees.

Translation between these worlds is bidirectional and constant. We translate German and Italian ISO 12100 assessments into English for US plants receiving imported machinery, and English B11-style assessments into Spanish and Portuguese for equipment heading south. The translator's obligation is to preserve the source framework, not to convert it: an ISO 12100 "hazardous situation" must remain visible as such in English, because the receiving safety engineer needs to see which methodology produced the analysis. Risk Matrices: Where Consistency Is the Whole Job

Nearly every assessment carries a matrix crossing severity against probability, and the matrix is where translation errors do their quietest damage. The scale labels are short, abstract, and dangerously close to their neighbors: catastrophic, serious, moderate, minor; frequent, probable, occasional, remote, improbable. If "serious" is rendered two different ways in Spanish across one document, a reader can no longer tell whether two hazards scored the same. OSHA's long-standing position is that safety training and instruction must be delivered in a language and vocabulary workers understand, and inspectors apply that logic to the paper taped inside the job box.

Why does the hazard versus risk distinction matter so much in translation?

Because the entire method is built on it. ISO 12100 and ANSI B11.0 define hazard as the potential source of harm and risk as the combination of probability and severity of that harm; ratings, control decisions, and residual risk statements all depend on the two staying distinct. Many languages offer overlapping candidate words, and an unspecialized translator will drift between them. Can you produce bilingual JSAs for our job sites?
